Private home improvement Voorburg-Noord 2009-2013

On June 2nd the city council of Leidschendam-Voorburg has approved of the plan to improve private dwellings in Voorburg-Noord. There is three million euros available to subsidize home improvement and financial support for Communities of Property Owners. This has been realized in close consultation with residents and property owners. A survey in 3.534 homes in Voorburg-Noord showed that 715 homes have construction defects, especially on the balconies.

This plan is meant to produce high quality as well as safe houses. Part of the approach is to activate (dormant) Communities of Property Owners. The local authorities can subsidize owners to meet the costs or offer attractive loans.The home improvement is not optional. If owners do not co-operate, law enforcement procedures will follow.

The city council has chosen an independant office to prepare a maintenance report of all the homes in Voorburg Noord. Property owners can use it to apply for a subsidy or loan for home improvement. The report will be offered free of charge. Owners can also request advice and/or guidance. The conerning office will have an information address in Voorburg-Noord, Van Faukenbergestraat 1.

Rules and regulations for home improvement:

  • Both individual owners and Communities of Property Owners can qualify for subsidy.
  • Loans and subsidies are only provided on the basis of an Architectural Maintenance Report (BOR) that will be performed by the The local authorities for all dwellings in Voorburg Noord.
  • Loans and subsidies are intended for maintenance on the basic structure of the houses. It concerns f.i. supporting walls, floors and stairs (houses), outside finishes, roofing, gutters and rainwater drains, chimneys, flues and balcony structures.
  • The regulations apply only to dwellings in the district Voorburg Noord, built before 1960.
  • The maximum subsidy that can be allowed is € 8.000,-- per dwelling and 50% of the total costs required for the maintenance of the dwelling.
  • The maximum amount for a loan is € 30.000,-- per dwelling, the interest rate is 2%.
  • In some cases a loan and/or subsidy can be refused. F.i. when the total amount available for loans/subsidies has been consumed or when the owner has started the maintenance work prior to the decision to grant the subsidy or the loan.
  • The planning and implementation of the maintenance remains the responsibility of the owner or the Community of Property Owners involved.
