Parking exemption for blue zone residents

With a parking exemption, you can park in the relevant blue zone for an unlimited time, without a parking disc. The exemption goes into effect immediately once you have met the requirements and paid the fee. You can apply for an exemption online via the Parkeerloket (Parking helpdesk).
The parking exemption is issued digitally. We no longer issue paper parking exemptions.

What you need to know

  • The parking exemption is issued digitally. You do not need to place anything behind your car’s windscreen
  • If your exemption was issued before 10 January 2023, you no longer need to place the papers where they are visible in the windscreen. Your licence plate number is stored in the digital database, and can be scanned by our enforcement officers
  • The parking exemption is only valid in a single zone
  • The municipality has 6 zones where parking exemptions may be issued:
    • Voorburg Noord, including shopping centre De Julianabaan
    • Voorburg West
    • Voorburg Oud-Midden
    • Voorburg Oud-Midden 24
    • Voorburg ‘t Loo
    • Leidschendam Centrum

  • Your living situation determines how many exemptions you are eligible for
  • The parking exemption is valid for a period of 4 years, for the licence plate number provided. You may change licence plate numbers at any time
  • You can request a parking exemption for motor vehicles with more than 2 wheels. You do not need an exemption for a motorcycle, for example, but you do need one for a quad. Mobility scooters or Canta cars do not require a parking exemption

Exceptions per zone

  • Addresses with restrictions on the number of exemptions you can request: Vlietoevers, Watertorenlaan 21 to 45 (odd numbers) and 86 to 110 (even), Westeinde 132 B to G and Fonteynenburghlaan 3A to 3X. Other addresses within this zone do not have restrictions on the number of exemptions allowed
  • This parking exemption is not valid in the 1-hour parking zone at Stationsplein
  • This exemption is not valid in the zone Voorburg Oud-Midden 24 (Schoolstraat, Kleine Laan, Voorhofstraat, Kerkstraat and Huijgensstraat)
  • The exception includes the following streets: Schoolstraat, Kleine Laan, Voorhofstraat, Kerkstraat and Huijgensstraat
  • This exemption is also valid in the zone Voorburg Oud-Midden

The entire Leidschendam Centrum area is a blue zone as of 15 June 2023. Do you live in the expansion area of the Leidschendam Centrum zone? Then you can request a parking exemption starting from 15 June 2023.

  • If you do not have your own parking space on your own property, then you can request 2 exemptions
  •  If you have your own parking space on your own property, then you can only request 1 exemption for your 2nd car
  •  You may not request an exemption if you have 2 or more parking spaces on your own property
  • Your exemption is valid within the 2-hour zone, but is not valid within the Damplein parking garage and the 1-hour zone (Damlaan, Damstraat, Damplein and Molenpad between numbers 2a and 2n)
  •  Exemption holders living at the following addresses may also park in the Damplein parking garage: Damlaan, Damplein, Damstraat, Kerkstraat, Molenpad 2C to 2G, Sluiskant, Sluisplein, Venestraat 4/4A/4B/4C/6, Zaagmolenstraat 71 to 79 (odd numbers) and 112 to 134 (even). Exemption holders living at other addresses may not park for free in the Damplein parking garage

No exemptions are issued for the blue zones in the Prinsenhof and Rembrandtrotonde.

Conditions

  • You must be registered as a resident of one of the addresses within the blue zone. If you are planning to move to an address in the blue zone, but are not yet registered there, you can also request a temporary exemptionexterne-link-icoon (in Dutch)
  • The licence plate number issued by the Rijksdienst voor het Wegverkeer (Netherlands Vehicle Authority or RDW) must meet one of the following conditions:
    • The licence plate is registered in your name
    • The licence plate is registered in your partner’s name, and you live together at the address for which you are requesting the exemption. You must include a photo or scan of the registration papers with your request
    • The licence plate is registered in the name of a leasing company or your employer. You must include a photo, scan or copy of the lease contract, or a statement from your employer (with reference to the licence plate number)

Fees

Parking exemption for residents: € 70 per 4 jaar

You pay these costs once per request or extension.

Changing licence plate numbers

You can change the licence plate number for your exemption at any time during the 4-year period, for example if you buy a new car. Changing licence plate numbers is free of charge. To change your number, log in to the Parkeerloketexterne-link-icoon (Parking helpdesk in Dutch). You will see your exemption details. Click on the relevant exemption to display the ‘Change’ button.

Extending your parking exemption

You can extend your parking exemption online starting from one month before the expiration date. You do not need to submit a new request.

  • To extend your parking exemption, log in to the Parkeerloket externe-link-icoon(Parking helpdesk in Dutch)
  • You will see your exemption details
  • Click on the relevant exemption to display the ‘Extend’ button
  • Complete all of the steps, and pay the extension fee
  • Your parking exemption will automatically be extended for another 4-year period

Appeal

If you are not eligible for a parking exemption, but believe you should be, you may submit an appeal in writing, explaining the grounds of your appeal, within 6 weeks of the day following the date of the refusal.
